Epidemiological comments
There has already been set a high-risk area for HPAI H5N8 in all counties south of Nordland county. This includes Trondelag, More & Romsdal, Vestland, Innlandet, Viken, Agder, Rogaland, Oslo, and Vestfold & Telemark counties. The short version of the implications are: In high-risk areas, it is forbidden to keep poultry and other birds in captivity outdoors. In highrisk areas, the use of outdoor water reservoirs for poultry or other captive birds is prohibited. In high-risk areas, it is forbidden to keep ducks and geese together with other poultry species. In high-risk areas, it is forbidden to collect poultry or other birds in captivity at markets, shows or exhibitions or in connection with cultural events. Poultry and other captive birds kept in high-risk areas may not participate in such events held outside the high-risk areas. In highrisk areas, the use of decoys of the orders ducks (Anseriformes) and waders, gulls and auks (Charadriiformes) is prohibited. In high-risk areas, it is forbidden to release bird game. In high-risk areas, the animal owner must report the animal husbandry to the Norwegian Food Safety Authority. The animal owner´s name and address and the number of poultry and other captive birds must be reported. Letter pigeons in high-risk areas must be permanently marked. In high-risk areas, it is forbidden to supply poultry or other captive birds with drinking water from surface water reservoirs that are not protected against wild birds and other animals. (If biosecurity measures have been taken to prevent the transmission of highly pathogenic avian influenza viruses, it is nevertheless permitted to supply poultry and other captive birds with surface water that wild waterfowl have access to provided the water is treated in a way that ensures inactivation of avian influenza viruses.) In high-risk areas, it is forbidden to keep feed for poultry or other birds in captivity unprotected from wild birds and other animals. Most of these have some kind of leniency regulation with certain demands, but they are not reproduced here. The high-risk area is defined in the regulation published here in Norwegian: https://lovdata.no/forskrift/2005-12-05-1417 There has also been laid down a hunting and trapping ban in the high-risk area from 14. December 2020 until further notice on hunting and trapping of: cormorants, crows, ravens, Black-billed Magpie, Eurasian Wigeon, Greylag Goose, Canada Goose, Muscovy Duck, Pink-footed Goose, Eurasian Teal, Common Goldene.
