Affected population These "other captive birds" have either died between the first sample and the date of confirmation or been euthanized after the confirmation. There has not been enforced any zones around the holding as the Norwegian Food Safety Authority has done a comprehensive assessment on the risk of transmission from this holding versus other wild birds in the area based on animal health and public health assessments, and with the utmost vigilance to ensure that the chosen handling does not impair the control/handling of the outbreak. This is decided with legal basis in the Regulations on combating avian influenza in poultry and other captive birds, which implements the Council Directive 2005/94/EC of 20 December 2005 on Community measures for the control of avian influenza. In addition, most of the animals had already been brought inside a building and kept there as a result of the "curfew" regulation in high-risk areas entered into force on the 27 November 2020 (Regulations on preventive measures to prevent transmission of highly pathogenic avian influenza from wild birds to poultry and other captive birds). The rest of the animals, due to the risk of compromising their welfare, was confined in the same holding such that they did not have contact with other poultry, and all reasonable steps was taken to minimize their contact with wild birds from the 27 November.
